The Assembly are a coalition of species, comprised of the cenarthian, balarthian, zellaili and uvaral. In the modern era, the governments of these four species work in cooperation as self-appointed governors of the explored Milky Way. Their technological, military, economic and political weight is such that none dare oppose their rule. Instead, non-Assembly species usually seek their favour; with a few notable exceptions.
Official history tells the tale of two ships, one zellaili, one balarthian, encountering each other in the Murtunda star system. With both vessels commanded by scientists, not soldiers, the inquisitive minds of their respective crews led to the first known instance of non-hostile first contact. Over the coming centuries, the new friends would encounter the cenarthian and uvaral and foster the greatest and strongest inter-species relationship the galaxy has ever known.
Little of this is true.
While the Roman Empire was in infancy, the zellaili had only just mastered the secrets of advanced spaceflight. On their maiden voyage beyond the boundaries of their system, they did not encounter the balarthians. They encountered the kor’val.
Kor’val were the first known ascended species. It may be that others had come first but their empires had long since crumbled to dust. A species of imposing size, strength and intelligence, kor’val were fearsome. Demonic in appearance, kor’val possessed wings as large as a common human door that shrouded their reptile-skinned bodies like a cloak. Scarlet horns, the size of the average human palm, sprouted from their heads. Surviving accounts of kor’val speak of a misty fire that burned without relent in their six small eyes.
The zellaili would soon learn that kor’val saw themselves as the Gods of the galaxy. They had been watching for centuries as other sapient species developed. The zellaili homeworld of Varter was soon overwhelmed by invading kor’val forces, and they were forced to serve their new masters.
So it continued until the zellaili rebelled. What they lacked in technology, they made up for in numbers and although many millions died in the ensuing conflict, the zellaili managed to inflict enough damage on their kor’val occupiers to grant them the opportunity to abandon their homeworld and flee across the galaxy.
It was then that the zellaili encountered the balarthians. Balarthians were some years away from ascending themselves but the zellaili realised that balarthians possessed the requisite strength and intellect to aid them in their fight against their kor’val enemies.
And so began the zellaili ascendancy project that would lead to the first known galactic war. The conflict would last for centuries, eventually drawing in the newly-ascended cenarthians and uvaral. Although millions of Alliance forces perished in the conflict, the kor’val were defeated and now believed extinct. Whatever secrets the kor’val held died with them as no trace of their civilisation remains.
The victors of this conflict established The Assembly. Their goal was to ensure that no mass conflicts would ever occur again. Like their kor’val predecessors, The Assembly watched over every species that showed the potential to ascend to advanced spaceflight. Although many other species have applied to join The Assembly, the closed-shop has only ever selected two, and neither has remained long.
The most recent Assembly species was the melorans, dismissed some sixty years ago due to disagreements over how best to handle the growing capabilities, and perceived threat, of humanity.
